Evolving Into World-class Sea Salvage & Distribution Service Provider 


The sinking of ferry Sewol last April claimed the lives of hundreds of people and  wails of grief were heard all across the nation. Ridiculous excuses by the captain and his key crew members and thoughtless remarks by government officials disheartened the families of the derived and the missing people. Experts say the accident was fundamentally caused by unfunctioning safety system and maritime police¡¯ complacent reaction to deal with the crisis. Against this backdrop, the Park administration announced to dismantle the Korea Coast Guard and revamp the national safety system from scratch. The point is whether it will have effectiveness. PowerKorea interviewed Ryu Seonghyun, president of Dongbang Shipping to hear the status of the current sea rescue system in Korea. 


Ocean Towing & Salvage Service Provider With Tug Boat of Best Horsepower  

Ryu who established the company in 2003 had worked for special ship and ship building division at Hyundai Heavy Industries. After it, he was a director general of Dongbang and CEO of Marine Well. Dongbang Shipping is one of the biggest tug boat providers in Korea. 

¡°After the sinking of ferry Sewol, sea rescue started to gain the attention from the public. Because ferry-related accident does not occur on a daily basis, it is somewhat inefficient for the government to have all related systems. In this regard, I think the government should expand partnership with private service providers so that they can carry out mock exercise in preparation for accident and maintain the system in a manual.¡± Ryu said.   


On the day of the accident, the maritime police lost an opportunity to save many more people as it requested a private company to coordinate rescue effort, stepping back from it. To reprimand such unresponsible and inappropriate reaction to the crisis, the government decided to dismantle the organization. We have to see whether the government will successfully revamp the organization and the system. 

¡°I hope that there will be measures in an overhauled safety system to actively utilize specialized private companies. If the government can unify the control command to control private companies in accident scene, it will actively and effectively react in the wake of a disaster.¡± he said.   


The participation of specialized companies equipped with personnel and technology was slow when the disaster happened. Due to the lack of workforce, the government asked for assistance from unqualified companies, which led the situation to get worse. Rue said under the new safety system, qualified companies abiding by global safety standard should immediately involve in rescue effort in the wake of the similar disaster. For this, it is urgent for the government to set accurate standard and design policy assistance. The government should do this first in order to prevent similar accident.   


2 Tug Boats With 6,600 Horsepower and 1 With 8,000, The First and The Best in Korea   

Korea has been greatly proud of having the world¡¯s best ship building technology. However, the transfer of built ships to overseas ship company has been carried out by overseas companies. With its 4,000 and 6,600 horsepower tug boats, Dongbang has been the biggest tug boat provider in Korea and the North East Asia region. By newly adopting a tug boat equipped with 8,800 horsepower named Dongbang Pearl, it is expected to become the world-class company. 

¡°With Dongbang Pearl, we could compete with Salvage in Shanghai and Guangzhou, Asea Marine in Taiwan and Nibon Salvage in Japan. Korean companies can depend on the domestic provider for towing service. We also expect astronomical amount of foreign currency will be saved annually.¡± said he.  


¡°Towing and salvage we are involved in is the most uncertain and dangerous areas. However, we will do our best and make effort to specialize our capability to prove that Korea is a genuine maritime powerhouse.¡± According to him, now is the best time to revamp the marine safety system from long-term perspective and upgrade overall competitiveness in the industry at a time when the public interest in maritime issues is higher than ever before. His passion with sea and endless challenge spirit will be remembered by many people.
