박근혜대통령, 모하메드UAE 아부다비 왕세제와 양국간 협력을 위한 회담 가져
한-UAE 양국간 신뢰구축 기여
박근혜 대통령은 지난달 20일 오전 10시, UAE 원전 1호기 원자로 설치식에 참석하고, 이어 UAE 영빈관인 에미리트 팰리스 호텔에서「모하메드」(H.H.Sheikh Mohammed bin Zayed Al Nahyan) UAE 아부다비 왕세제와 회담 및 업무오찬을 갖고 금번 원자로 설치를 계기로 한-UAE간 원전협력은 물론 에너지, 국방, 보건의료, 경제혁신 및 창조경제 등 제반 분야로까지 양국간 협력 지평을 넓혀 나가기로 했다. 또한, 박 대통령은 한-UAE 국방협력분야의 이정표로서 양국간 신뢰구축에 기여하고 있는 우리 아크부대 장병들을 격려했다.
【 루브나 알 까시미 영예수행장관 공항 접견 요지 】
루브나 알 까시미 장관은 공항 영접 및 환담에서 여성 장관으로서 한국의 여성 대통령을 모신다는 것이 영광스럽다면서 자신이 UAE 원전공사를 맡고 있는 에미리츠원자력공사(ENEC) 이사회의 일원이기도 하여, 박 대통령이 원자로 설치 행사에 참석해주시는 것은 큰 영광이라고 말했다. 원전 프로젝트는 한-UAE 양국간의 비범한 관계를 반증하는 사업이며, 한국 정부와 한전을 비롯한 관계기관들이 충실한 노력을 기울이고 있기 때문에 동 사업이 성공할 것을 확신한다고 부언했다. 또한 동 장관은 세월호 침몰 사고에 대해 진심어린 위로와 애도를 표한다면서 박 대통령의 리더십하에 한국민들이 조속히 어려움을 이겨내기를 희망한다고 말했다.
【 원전 1호기 원자로 설치식 】
박근혜 대통령은 지난달 20일 UAE 정부를 대표해서 만수르 빈 자이드 알 나흐얀 부총리겸 대통령실 장관(모하메드 왕세제의 친동생)과 함께 양국 100년간 상생협력의 상징인 UAE 바라카 원전 1호기 원자로 설치식에 참석, 원전건설 현황을 청취하고 공사 관계자 및 근로자들을 격려했다. 한국측에서는 외교부장관, 산업부장관, 외교안보수석, 경제수석, 한전·두산중공업·현대건설·한국수력원자력주식회사·한전기술·한전KPS· 한전연료 사장 및 수출입은행장 등이 참석하였고, UAE측에서는 만수르 부총리외에도, 알 마즈루이 에너지부 장관, 칼둔 아부다디 행정청장, 압둘라 알 수와이디 아부다비석유공사(ADNOC) 총재, 모하메드 알 함마디 UAE 원자력 공사(ENEC) 사장 등이 대거 참석했다.
특히, 박근혜 대통령은 원자로 벽면에 "바라카에서 시작된 협력의 불꽃이 양국의 미래 희망이 되길 바랍니다" 라는 친필 메시지를 남김으로써 UAE 원전사업의 성공적 완수에 대한 우리측 의지를 천명하는 한편, 경제 살리기·경제혁신을 위한 노력은 흔들림없이 경주하는 것이 중요하다는 메시지를 대내외에 표명했다.
【 모하메드 왕세제와의 회담 및 업무 오찬 결과 】
박 대통령은 지난 2월 모하메드 왕세제 방한에 대한 답방으로서 금번에 국빈방문을 통해 여러가지 일정을 가지려고 하였으나, 세월호 사고로 인해 대부분의 일정을 취소하고, 바라카 원전 원자로 설치식에만 참석하게 되었다고 이해를 구하고, 세월호 사고때 왕세제가 위로전을 보내준데 대해 사의를 표했다. 모하메드 왕세제는 세월호 사고에 대해 다시 한 번 진심어린 애도의 뜻을 전한다고 말하고, 이러한 슬픔 가운데서도 우리와의 약속 이행을 위해 어려운 결단을 해 주신 박 대통령께 더 없는 신뢰를 갖게 되었다고 말했다.
박 대통령은 양국간 100년 동반자 관계의 상징인 원전 협력 사업이 금번 원자로 설치식을 계기로 한단계 더 도약했음을 평가하고, 계속해서 원전 협력을 기반으로 양국간 전략적 동반자 관계의 확대 발전을 위해 노력해 나갈 것을 약속했다.
모하메드 왕세제는 원전 건설 공사가 양국 협력의 가장 중요한 상징일 뿐만 아니라 이번에 체결된 청년 인턴쉽, 청년고용, 전문인력 배치에 관한 MOU 등을 통하여 새로운 관계의 지평을 열었다고 평가했다. 아울러, 모하메드 왕세제는 그간의 양국 관계가 “전략적 동반자 관계”를 넘어 “형제국가”로 까지 발전해 나가고 있음을 높이 평가했다. 또한 양국 정상은 양국간 굳건해진 원전건설 협력을 발판으로 삼아, 에너지·국방, 창조경제·보건·교육·문화·국제무대 협력 등 제반 분야로까지 양국간의 협력 지평이 더욱 확대되어 나가야 한다는데 인식을 같이 하고 구체적인 협력방안들을 지속적으로 협의, 발전시켜 나가자는데 의견을 같이했다.
【 한-UAE 전략적 동반자 관계 더욱 공고히 해 】
박 대통령은 이번 일정의 최단기 UAE 방문을 통해 커다란 국내의 사고 극복 과정에서도 경제혁신·경제살리기 차원에서 “해야 할 일은 한다”는 의지를 우리 국민들에게 전달키 위해 노력했다. 원자로는 원전의 심장과 같은 핵심 설비인 바, 동 설치식에 우리 정상의 전격적인 참석을 통해 양 국가간의 대형 국책사업들의 국가적 약속 이행에 대한 차질 없는 수행의지를 UAE는 물론 대내외에 효과적으로 전달한 것으로 평가된다. 특히, 선진국 최고 수준의 기술자가 반수 이상 포함된 200여명으로 구성된 객관적 안전성 평가 기관의 엄격한 심사를 통과함으로써 한국형 원전에 대한 안전성을 국제적으로도 인정받을 수 있는 중요 계기를 확보했다는 측면도 남다른 의미를 가진다. 한편, 박 대통령의 금번 UAE 방문은 중동지역 첫 방문으로서 한-UAE 전략적 동반자 관계를 더욱 공고히 하는 한편, 박근혜 정부 출범 원년에는 한미 동맹, 4국 외교, 지역외교(유럽, ASEAN), 다자 정상회의(G-20, APEC, 핵안보정상회의) 등에 집중했다면 취임 2년차부터는 對중동 외교를 본격화하고 여타 지역으로 외교 지평을 확대해 나가는 중요한 계기가 될 것으로 예상된다. 금번 박근혜 대통령의 UAE 방문 및 원전 원자로 설치식 참가는 위기와 슬픔을 극복하고 다시 한번 도약으로 나아간다는 국민적 의지를 시현하는 것이며, 아울러 우리 젊은이들의 장차 엔지니어링, 기술 서비스, 고부가가치 창출 산업 서비스 분야 등의 해외 진출의 계기를 확장하는 새로운 희망 창출의 계기가 될 것으로 기대된다.

To build Korea-UAE confidence
President Park on 20th last month 10 a.m. attended the installation ceremony for nuclear plant No. 1 reactor of UAE and then had a talk and business luncheon with Mohammed (H.H. Sheikh Mohammed bin Zayed Al Nahyan), UAE prince of Abu Dhabi. On the opportunity of installing nuclear reactor this time, both leaders agreed to broaden the horizon of bilateral cooperation even to all spheres, including energy, national defense, health and medical care, economic innovation and creative economy, not confined to Korea-UAE nuclear projects. Besides, President Park cheered up soldiers of our AKH unit which is contributing to the bilateral confidence as a milestone for the area of cooperation in Korea-UAE national defense.

Mentioning her honor to accompany Korea’s woman president as a woman minister at the airport reception and a pleasant chat, Lubna Al-Quasimi said she was a member of ENEC (Emirates Nuclear Energy Corporation) in charge of UAE nuclear plant construction work, thanking for President Park’s visit to the event of installing the nuclear reactor. She added that she was sure of the project’s success because this nuclear project proves the special relations between Korea and UAE and because Korean government and related institutions including KEPCO are making their faithful efforts. The minister also expressed true solace and regret on the mishap of Sewol Ferry submersion hoping that Korean people overcome difficulty as soon as possible under the leadership of President Park.
[Installation ceremony for nuclear reactor of plant No. 1]
President Park on 20 last month attended UAE Braka installation of nuclear reactor for plant No. 1, a symbol of a centennial mutual prosperity and cooperation with Mansur bin Zayed Al Nahyan, deputy premier and presidential office minister (also biological brother of Prince Mohammed) to hear the present condition of nuclear plant construction and encourage the construction work people and workers. Here attended Korean ministers of diplomacy and industry, senor secretaries for foreign affairs and security and economy, Doosan Heavy Industry, Hyundai Construction, KHNP, KEPCO, KPS, KNF presidents, Export-Import Bank president, etc. From the side of UAE participated deputy premier Mansur, Al-Mazrouei (minister of Energy), Khaldoon Abu Dhabi (Intendance head), Abdullah Al Aheikh (president of ADNOC), Mohammed Al Hanaei (president of UAE ENCE), so on in a body.
President Park Geun-hye left an autographic message, “I hope the flame of cooperation starting from Braka be a future hope for both countries,” to clarify the will of our side toward a successful fulfillment of UAE nuclear plant projects. She said that it is important to direct our energies unshakably on an endeavor for surviving and innovating economy.

President Park excused herself that though many schedules had been intended this time through a state visit in return for Prince Mohammed’s visit to Korea last February, she had to attend only the installation ceremony for nuclear reactor of Braka plant canceling most ones due to Sewol ferry mishap. In answer to her gratitude to the prince for sending a solace telegraph at the mishap, Prince Mohamed expressed a true regret for Sewol ferry mishap once again and said he had utmost confidence in President Park who had made a difficult decision for keeping the promise with them despite such a sorrow.
President Park appreciated a further advance of the joint nuclear construction project, which represents the bilateral centennial partnership, by the ceremony of installing nuclear reactor, promising her efforts for the expanded development of strategic partnership based on the nuclear project.
Crown prince Mohammed admitted that the nuclear construction work is the symbol of bilateral cooperation and that a new horizon of relationship opened through MOU, etc. signed this time on the youth internship, youth employment and deployment of professionals. Besides, Prince Mohammed expressed a high opinion of the progress of bilateral relationship from “strategic partnership” toward “brother countries.” Both leaders shared understanding on expanding the ground for bilateral cooperation to all spheres including energy, national defense, creative economy, health, education, culture and cooperation on the international stage, based on the nuclear construction project solidified between both countries, in mutual agreement to consistently confer and develop specific plans.
To consolidate Korea-UAE strategic partnership more
Through this short schedule of visiting UAE, President Park attempted to deliver her will to “go for it” to our people on the basis of innovating and surviving economy even in the process of overcoming the colossal mishap at home. Since the reactor is the core facility of a nuclear plant, our president’s blitz attendance at the installation ceremony seems to have succeeded in displaying her will to fulfill the country’s promise on large state projects between two countries not only to UAE but also many countries of the world. Especially, Korean standard nuclear plant passed the strict examination by an objective safety testing institution composed of 200 persons including the bulk of engineers on the top level of advanced countries. This has significance in the Korean standard nuclear plant having secured an important opportunity to win the recognition of its safety internationally. In the meantime, President Park’s visit to UAE this time is her first visit of Middle East region to consolidate the strategic partnership between Korea and UAE. While her first-year administration was focused on Korea-US alliance, four-state diplomacy, regional diplomacy (Europe, ASEAN), multilateral summits (G20, APEC, Nuclear Security Summit, etc.), she is expected, turning her second year of inauguration, to broaden the diplomatic horizon to other regions going about Middle East diplomacy in earnest. President Park’s visit to UAE and attendance at the installation ceremony for the plant’s nuclear reactor will prove the people’s determination to make for another leap overcoming the current crisis and sorrow. Besides, it is going to be an opportunity to create a new hope for more active advance overseas for our young generation in the fields of engineering, technology service, high value-added industrial service, etc.
