1992년 중동으로 수출된 3000여 대의 중고차를 시작으로 현재 우리나라는 연간 30만대 이상의 중고차를 해외 시장에 수출하고 있다. 외교정세와 수입규제정책에 따라 수출 여건의 변화가 심한 중고차수출시장에서 하나의 문이 닫히면 다른 문을 여는 시장 개척의 노력으로  유럽 ,미국, 일본을 잇는 세계 4위의 중고차 수출국으로 성장한 대한민국.

초기의 영세성을 벗고 2조원 규모의 당당한 수출산업으로 자리매김한 국내 중고차수출업계의 대표 단체로 해외시장확대와 수출여건개선을 위해 업계 구심점 역할을 해 온 사단법인 한국중고차수출조합의 윤두진 회장을 만나 국내 중고차수출 시장의 현재와 앞으로의 비전을 들어보았다.                                      

“중고차수출산업의 다양한 가능성, 글로벌 경쟁력 강화로 실현한다.”

“단순히 중고차 수출로 끝나는 것이 아니라 부품, 수리, 선적 등 다양한 1,2차 산업과 연계해 부가 가치를 창출할 수 있는 시장입니다. 외화 획득과 내수시장을 활성화시키는 경제적 가치 뿐 아니라 폐자원 활용 측면에서 환경 문제에도 기여할 수 있는 산업입니다.”

시장 진출 20년 만에 100배 이상의 놀라운 성장을 거두며 신차 수출 대비 9%에 달하는 수출량을 기록하고 있는 국내 중고차수출산업의 가능성을 윤 회장은 이렇게 설명했다.

“활황 행진을 계속해 온 우리나라 중고차수출업계가 지난해부터 침체되고 있습니다. 최대 수출국인 러시아와 요르단의 관세인상과 차령규제로 수출량이 급감한데다 수출시장을 공유하고 있는 일본의 엔저 정책까지 겹쳐 해외 시장 진출 이후 최대의 고비를 맞고 있습니다.

이것은 영세한 개인 사업자들이 발로 뛰며 시장을 개척해 그 기틀을 마련한 우리의 중고차수출산업이 진일보를 위한 변화의 시점 앞에 섰다는 뜻이기도 합니다. 이제는 국제 경쟁력을 높이기 위한 체계적 품질 관리 시스템과 효율적 판매 전략을 마련할 때입니다. 또 수출산업으로 당당한 역할을 담당할 수 있도록 정부의 조력이 절실한 때이기도 합니다.“

정부의 전략적 지원이 수출산업 도약의 마중물 역할

지난 해 우리나라가 수출 부진의 고전을 치르는 동안 일본의 중고차 수출량은 역대 최고의 정점을 찍었다. 엔저 특수이기도 하지만 그간 일본 중고차수출업계의 꾸준한 품질 관리 노력과 수출시장 확대를 위해 전략적 지원을 해 온 일본 정부의 뒷받침이 시장 변동에도 흔들림 없는 그들의 경쟁력을 만들었다고 윤 회장은 말했다.

“일본의 경우 공매를 통해 자체 품질 검사를 거친 중고차를 수출합니다. 또 정부가 요구하는 객관적 품질 기준을 통과해야 수출할 수 있는 시스템이기 때문에 해외 시장에서 신뢰가 높습니다. 여기에 행정 규제를 완화해 수출을 독려하고 요코하마 등 수출 거점이 되는 항구에 전시와 정비, 부품 수급이 한 번에 이루어지는 대규모 물류단지를 조성해 해외 바이어들에게 최적화된 비즈니스 편의를 제공할 수 있게 만든 일본 정부의 정책적 지원이 일본 중고차수출산업의 저력이 되고 있습니다.”

윤 회장은 수출산업으로의 도약과 쇠퇴의 기로에 서있는 우리나라 중고차 수출업계에도 정부의 마중물 역할이 필요하다고 말했다.

“침체된 국내 중고차수출시장 활성화를 위해 복잡한 행정 절차를 간소화하고 중고차 수출 관련 법령의 미비점을 보완해야 합니다. 업계 종사자가 일만여 명이 넘고 2조원이 넘는 수출 규모에도 다른 수출산업과 달리 수출입은행이나 수출보험공사를 통한 무역거래조차 불가능합니다. 중고차수출사업이 우리나라의 중요 수출사업으로 성장하기 위해선 정부와 금융당국의 인식전환과 지지가 반드시 필요합니다.”

수출 활성화 위한 선진국형 복합수출단지 조성 시급

무엇보다 국내 중고차수출업의 경쟁력을 키우기 위한 기반 시설로 일본과 같은 대규모 복합수출단지의 조성이 시급하다. 

단순 수리를 하려 해도 여기저기를 오가야 하는 여건 속에선 상품에 대한 바이어의 신뢰를 얻기 어렵다. 비싼 토지 임대료를 감당하지 못해 접근성이 떨어지는 외지에 자리 잡은 단지들과 소규모로 산재해 있는 단지들이 모여 충분히 상품을 전시할 수 있고 정비까지 한 곳에서 끝낼 수 있는 복합물류단지가 만들어져야 한다.

우리나라의 대표적 중고차수출단지인 인천 옥련동 수출단지의 모습은 ‘마당장사’라 표현되는 열악한 중고차수출 현실을 그대로 보여준다. 조악한 컨테이너 사무실 몇 개와 흙먼지 이는 허허벌판에 줄지어 놓인 중고차들이 전부다. 그 사이를 각 국의 해외 바이어들이 땀을 뻘뻘 흘리며 가격을 흥정하고 값을 치른다. 그마저도 용도가 변경되면서 철거를 앞두고 있는 실정이다. 

“복합수출단지는 중고차수출업계의 오랜 바람입니다. 대규모 복합수출단지를 조성할 수 있는 부지는 정부와 지자체의 관심과 지원 없이는 마련될 수 없습니다. 대안 없이 철거를 앞두고 있는 옥류동 수출단지의 모습을 보면 그간 어렵게 일궈 온 우리나라의 중고차수출산업이 이대로 도태되는 것은 아닌가 하는 두려움이 들기도 합니다.”

“한국중고차수출조합, 업계 발전과 세계시장 확대를 위한 구심점 역할 다하겠다.”

제 살 깎아 먹기 식 출혈도 마다 않으며 치열한 가격 경쟁을 벌여 온 국내 중고차수출업계는 그 간 한 목소리를 내지 못했다. 그러나 시장 경험이 축적되고 산업 규모가 커지다 보니 급변하는 수출 시장에 발 빠르게 대응할 수 있는 정보 공유와 품질 경쟁력 강화를 위한 업계 공조가 필수라는 인식이 높아지고 있다.

“현재 한국중고차수출조합에 가입된 업체 수는 전체 업체의 20%를 조금 넘습니다. 업계를 아우르는 대표 역할을 하기에는 아직 부족하다는 생각입니다. 중고차수출업계가 하나의 목소리를 낼 수 있을 때 스스로 규제 감독이 가능한 자정 능력을 갖게 되고, 업계 공동의 필요를 충족할 힘도 생깁니다. 당장 복합수출단지 조성 문제에서부터 구체적 품질 관리 규정 마련, 인터넷이나 전화로 수출단지별 재고차량을 확인하고 매매까지 할 수 있는 통합공유전산망 구축 등 선진 수출 환경을 만들기 위해 함께 풀어야 할 숙제들이 많습니다. 업계 동반 성장을 위한 적극적인 공조가 이루어져야 합니다.”

한국중고자동차수출조합은 지난 해 4월, 미얀마에 14개 업체의 공동 물류단지를 마련했다. 

미얀마의 외국인 투자 유치법이 개정되면서 합동 조사를 통해 시장 가능성을 확인 한 후, 매장 운영 중 발생하는 문제들을 함께 개선하며 현지 시장을 넓혀가고 있는 중이다.

해외 시장에서 국산차의 품질과 디자인이 점차 높이 평가되면서 우리의 중고차수출산업은 더 큰 시장 잠재력을 갖게 되었다. 양질의 한국 중고차를 세계에 알리고 업계 종사자들이 수출의 주역으로 자부심을 느낄 수 있도록 조합원들의 권익향상과 세계시장확대를 위해 최선을 다하겠다는 윤두진 회장. 윤 회장의 바람대로 업계의 지속적인 변화 노력과 정부의 실질적인 지원으로 중고차수출산업이 우리나라 창조 경제의 든든한 버팀목이 되기를 희망해 본다.

Established to expand overseas markets and improve export environment

Contributes to creative economy with used-car export industry as the world’s 4^th-ranking country of exporting used cars    

Starting with three thousand used cars exported to the Middle East in 1992, our country is currently exporting over 300,000 used cars a year to overseas markets. Korea has built up as the fourth-ranking used car exporting country following Europe, US and Japan in the order with an effort to cultivate another market, even when one has closed. in the used-car export market that always involves serious changes in export condition from foreign diplomacy situation and import restraints policy.     

Shedding the initial small scale, Korea used car export association has played a pivotal role in the industry for expanding a foreign market and improving the export condition until it has become an organization representing the imposing domestic used car export industry in a size of two trillion won. We met its president Yoon Doo-jin to hear the present and future vision of domestic used car export market. 

“To realize diverse possibilities of used car export industry by enhancing global competitiveness” 

“It is not just the export of used cars but a market that can create an added value in connection to diverse primary and secondary industries such as parts, repair, shipping, etc. In addition to the economic value of obtaining foreign currency and activating domestic market, it is an industry that can also answer environmental problems in terms of using waste resources.” 

Here is the explanation by president Yoon about the possibility of domestic used car export industry that is making 9% in the export volume against new cars, reaping an amazing growth of over 100 times in 20 years since it advanced into the market. 

“Our country’s used car export industry has been slackening since last year after a continuation of prosperity. Coupled with the rapid decrease in exports to our biggest importers Russia and Jordan due to the raising of customs duties and regulation of car age, low-yen policy of Japan sharing the export market is driving us into the biggest crisis since the advance into foreign markets. This means our used car export industry, which has been made by cultivating the market of the small-size personal operators, has been encountered with the point of change for one step farther. This is the time when we get ready systematic quality control system and efficient sales strategy for increasing international competitiveness. We are also in desperate need for the governmental assistance so we may act a dignified role as an export industry.” 

The government’s strategic support will act as a complement in taking off as an export industry. 

While last year our country was struggling in export slump, Japan’s used car exports reached an All-time High. Besides the emergency demands from low yen, president Yoon said, constant efforts for quality control in Japan’s used car export industry and the government’s strategic support for expanding the export market had been the prime mover of their competitiveness not influenced even by the market volatility. 

“In Japan, they export used cars with independent quality test though public sale. They have a system, in which export is possible only when passing through the objective quality standards demanded by the government, which wins a high confidence in foreign markets. In addition, the Japanese government’s policy support is fueling the potential energy of their used car export industry, that is, encouraging exports by relieving administrative regulations and making a large-size distribution complex at harbors of export basis, such as Yokohama, etc., capable of one-spot exhibition, repair, supply and demand of parts to provide the optimized business convenience for foreign buyers.” President Yoon said that the government’s role as a complement is also needed for our used car export industry, which is standing at the crossroads between takeoff and decline. 

“To activate the stagnant domestic used car export market, there is a need to simplify the complex administrative procedures and supplement the imperfection of related laws and ordinances related to used car exports. Despite over 10,000 workers in the industry and an export size of over two trillion won, unlike other export industries, it is not allowed even to transact in trade through the Export-Import Bank or Korea Export Insurance Corp. In order for the used car export industry to build up into an important means of exports, there must be the government’s and financial authorities’ change in their perception and support.”

Composite export complex in urgent need for active exports

Among others, it is urgent to make a large-size composite export complex, like Japan, as an infrastructure for building competitiveness of domestic used car export industry. In circumstances where for a simple repair, you have to come and go here and there, it is hard to win confidence from the buyer. By gathering the complexes located at places away from home with low accessibility hard to meet the expensive rents for land and small-sized ones scattered about, you should make a composite distribution complex where you can exhibit products and finish service at one place. The picture of the used car export complex at Okryeon-dong, Incheon, representing Korea shows the poor reality of the industry as it is, also expressed as a ‘ground sale.’ There is nothing but several shabby container offices and used cars lined on a vast stretch of land with a cloud of dust. Among them, foreign buyers from each country come and go sweating, bargain over and pay the price. And that this place is with removal ahead because it has been repurposed. “Composite export complex is the long-cherished hope of the used car export industry. The lot for making a large-size composite export complex cannot be prepared without the interest and support from the government and local governments. Looking at the picture of Okryu-dong (위에는 옥련동인데 여기는 옥류동입니다???***) export complex scheduled to be removed without an alternative, we also feel afraid that our country’s used car export industry brought under cultivation with difficulty so far may ultimately die out in this way.”

“Korea Used Car Export Association will fulfill its pivotal role for industrial development and expansion of the global market.” 

So far, domestic used car export industry has failed to make one voice in perfect harmony because it had to wage a cutthroat price completion bleeding from even receiving the loss. However, with accumulated market experience and larger industrial size, there is a rising awareness that it is essential to cooperate within the industry for sharing information and strengthening quality competitiveness in an effort to quickly respond to the rapidly changing export market. 

“Currently, the number of companies in subscription to Korea Used Car Export Association is a little over 20% of the total ones. I think this is not enough yet to act a role of encompassing the industry as its representative. Only when the industry can make one voice, can we have self-purifying capacity for our own regulation and supervision as well as the power to meet a common need for the industry. There are so many immediate tasks before us, from making a composite export complex to regulations for specific quality control and building the integrated computer network to share capable of checking the vehicles in stock by export complex and selling them through the Internet and phone, to make an advanced export environment. There must be positive cooperation for joint growth within the industry.”

In April last year, Korea Used Car Export Association prepared a joint distribution complex for 14 companies in Myanmar. With the revised act of Myanmar on attracting foreign investment, after verifying the market possibility through a joint survey, they are expanding the local market improving problems likely to occur while operating the shops. 

As domestic car’s quality and design are receiving a higher review in foreign markets, our used car export industry has come to have a larger market potential. President Yoon Doo-jin says that he will do his best for increasing the association members’ rights and interests and expanding the global market in order to promote quality Korean used cars to the world and enable the industrial workers to feel pride as a leading part in exports. It is hoped that, as president Yoon indicates, the industry’s continued efforts for change and the government’s substantial support will make the used car export industry a solid prop for the creative economy of our country.
