Starting with three thousand used cars exported to the Middle East in 1992, our country is currently exporting over 300,000 used cars a year to overseas markets. Korea has built up as the fourth-ranking used car exporting country following Europe, US and Japan in the order with an effort to cultivate another market, even when one has closed. in the used-car export market that always involves serious changes in export condition from foreign diplomacy situation and import restraints policy.     

Shedding the initial small scale, Korea used car export association has played a pivotal role in the industry for expanding a foreign market and improving the export condition until it has become an organization representing the imposing domestic used car export industry in a size of two trillion won. We met its president Yoon Doo-jin to hear the present and future vision of domestic used car export market.

Here is the explanation by president Yoon about the possibility of domestic used car export industry that is making 9% in the export volume against new cars, reaping an amazing growth of over 100 times in 20 years since it advanced into the market. 

¡°Our country¡¯s used car export industry has been slackening since last year after a continuation of prosperity. Coupled with the rapid decrease in exports to our biggest importers Russia and Jordan due to the raising of customs duties and regulation of car age, low-yen policy of Japan sharing the export market is driving us into the biggest crisis since the advance into foreign markets. This means our used car export industry, which has been made by cultivating the market of the small-size personal operators, has been encountered with the point of change for one step farther. This is the time when we get ready systematic quality control system and efficient sales strategy for increasing international competitiveness. We are also in desperate need for the governmental assistance so we may act a dignified role as an export industry.¡± 


The government¡¯s strategic support will act as a complement in taking off as an export industry. 


While last year our country was struggling in export slump, Japan¡¯s used car exports reached an All-time High. Besides the emergency demands from low yen, president Yoon said, constant efforts for quality control in Japan¡¯s used car export industry and the government¡¯s strategic support for expanding the export market had been the prime mover of their competitiveness not influenced even by the market volatility. 

¡°In Japan, they export used cars with independent quality test though public sale. They have a system, in which export is possible only when passing through the objective quality standards demanded by the government, which wins a high confidence in foreign markets. In addition, the Japanese government¡¯s policy support is fueling the potential energy of their used car export industry, that is, encouraging exports by relieving administrative regulations and making a large-size distribution complex at harbors of export basis, such as Yokohama, etc., capable of one-spot exhibition, repair, supply and demand of parts to provide the optimized business convenience for foreign buyers.¡± President Yoon said that the government¡¯s role as a complement is also needed for our used car export industry, which is standing at the crossroads between takeoff and decline. 

¡°To activate the stagnant domestic used car export market, there is a need to simplify the complex administrative procedures and supplement the imperfection of related laws and ordinances related to used car exports. Despite over 10,000 workers in the industry and an export size of over two trillion won, unlike other export industries, it is not allowed even to transact in trade through the Export-Import Bank or Korea Export Insurance Corp. In order for the used car export industry to build up into an important means of exports, there must be the government¡¯s and financial authorities¡¯ change in their perception and support.¡±


Composite export complex in urgent need for active exports


Among others, it is urgent to make a large-size composite export complex, like Japan, as an infrastructure for building competitiveness of domestic used car export industry. In circumstances where for a simple repair, you have to come and go here and there, it is hard to win confidence from the buyer. By gathering the complexes located at places away from home with low accessibility hard to meet the expensive rents for land and small-sized ones scattered about, you should make a composite distribution complex where you can exhibit products and finish service at one place. The picture of the used car export complex at Okryeon-dong, Incheon, representing Korea shows the poor reality of the industry as it is, also expressed as a ¡®ground sale.¡¯ There is nothing but several shabby container offices and used cars lined on a vast stretch of land with a cloud of dust. Among them, foreign buyers from each country come and go sweating, bargain over and pay the price. And that this place is with removal ahead because it has been repurposed. ¡°Composite export complex is the long-cherished hope of the used car export industry. The lot for making a large-size composite export complex cannot be prepared without the interest and support from the government and local governments. Looking at the picture of Okryu-dong (À§¿¡´Â ¿Á·Ãµ¿Àε¥ ¿©±â´Â ¿Á·ùµ¿ÀÔ´Ï´Ù???***) export complex scheduled to be removed without an alternative, we also feel afraid that our country¡¯s used car export industry brought under cultivation with difficulty so far may ultimately die out in this way.¡±


¡°Korea Used Car Export Association will fulfill its pivotal role for industrial development and expansion of the global market.¡± 


So far, domestic used car export industry has failed to make one voice in perfect harmony because it had to wage a cutthroat price completion bleeding from even receiving the loss. However, with accumulated market experience and larger industrial size, there is a rising awareness that it is essential to cooperate within the industry for sharing information and strengthening quality competitiveness in an effort to quickly respond to the rapidly changing export market. 

¡°Currently, the number of companies in subscription to Korea Used Car Export Association is a little over 20% of the total ones. I think this is not enough yet to act a role of encompassing the industry as its representative. Only when the industry can make one voice, can we have self-purifying capacity for our own regulation and supervision as well as the power to meet a common need for the industry. There are so many immediate tasks before us, from making a composite export complex to regulations for specific quality control and building the integrated computer network to share capable of checking the vehicles in stock by export complex and selling them through the Internet and phone, to make an advanced export environment. There must be positive cooperation for joint growth within the industry.¡±

In April last year, Korea Used Car Export Association prepared a joint distribution complex for 14 companies in Myanmar. With the revised act of Myanmar on attracting foreign investment, after verifying the market possibility through a joint survey, they are expanding the local market improving problems likely to occur while operating the shops. 

As domestic car¡¯s quality and design are receiving a higher review in foreign markets, our used car export industry has come to have a larger market potential. President Yoon Doo-jin says that he will do his best for increasing the association members¡¯ rights and interests and expanding the global market in order to promote quality Korean used cars to the world and enable the industrial workers to feel pride as a leading part in exports. It is hoped that, as president Yoon indicates, the industry¡¯s continued efforts for change and the government¡¯s substantial support will make the used car export industry a solid prop for the creative economy of our country.
