대한민국에서 무역을 빼 놓고 경제를 말하기란 어려울 것이다. 그만큼 많은 기업들이 수입보다 수출에 의존을 하고 있기 때문이다. 하지만 최근 달러가 약세를 보이며 수출기업들이 고전을 면치 못하고 있다. 그래서 환율변화에 따르는 문제점들을 바로 잡고자 많은 학자들이 이전부터 국제통상무역에 대한 연구를 하고 국가에서도 점차적으로 국제통상에 대해 강도 높은 지원을 하고 있는 것이다. 이에 월간 파워코리아는 대한민국 국제통상무역의 권위자인 중앙대학교 장치순 명예교수를 만나 국제통상학에 대한 이야기를 들어보았다.

기업에서의 노하우, 후학양성의 올바른 지름길 되다 

일제 강점기에 동아일보와 대한매일신보 등에 민족정신을 고취하는 글을 게재하며, 항일언론인으로 활동했던 독립유공자이자 민족사학자인 故장도빈 선생의 5남인 장치순 교수는 대한민국 국제통상학의 최고 권위자이다. 고려대학교를 졸업한 후 갈망하던 외국유학을 포기하고 당시 국내 수출랭킹 1위였던 서울통상(주) 무역부사원으로 들어가 수출입 업무의 기본적인 경험을 쌓게 되었고 그 후 전자제품 수출입 업무, 그리고 일본으로부터 원자재를 수입해 버스를 조립하여 1960년대 중반에 말레이시아로 4대의 버스를 수출하면서 무역과의 인연을 맺게 되었다. 이렇듯 국내 무역의 1세대인 장 교수는 이 후 (주)한국남방개발회사에 지사장으로 취임하며 대한민국 무역업계를 위한 다양한 활동들을 하게 된다. 

그 후 당시 무역업계의 어려움을 직시하고 더 나은 대한민국의 국제통상을 위해 고려대 대학원에 진학, 석사학위를 받고 중앙대학교에서 박사학위를 취득 후 처음 동국대 교수에 초빙이 되어 근무하던 중 중앙대에서의 교수제의를 받아 지난 33년간 중앙대 무역과 교수로 활동하며 무역대국, 산업 강국으로서 세계의 번영과 평화를 이끌어가는 대한민국을 만들기 위해 다양한 연구를 해오고 있다. 

현재 장 교수로부터 국제무역을 공부한 제자들이 사회에 진출하여 활동하고 있고 석·박사 과정에서 교육 받은 100여명의 제자들은 전국 주요 대학의 통상무역관계학과에서 교수직으로 봉직하고 있어 매우 큰 보람을 느낀다고 장 교수는 전했다. 

이 밖에도 장치순 교수는 재직 당시 1998년 한국국제상학회를 창립했으며, 한국국제상학회장, 한국무역학회 상임이사 및 부회장, 한국국제상학회 명예회장을 역임, 중앙대 사회과학대학 무역학과장, 간사학과장, 사회과학대학장 등을 역임하며 국내 무역학의 학문적 발전을 견인했다. 

국가의 경쟁력과 직결되는 국제 통상무역 

장 교수는 “국가의 경쟁력은 국제 통상무역에서 나온다. 나라간의 무역이 원활해야 외교도 수월하고 통일시기도 앞당길 수 있다”며 “수출입총액 2조 달성을 위하여 온 국민이 다시 힘을 모으면 통일은 보이지 않는 손에 의하여 더욱 빨리 올 것”이라고 전했다. 이처럼 남북통일의 문제를 해결하기 위해 장 교수는 ‘남북통일 전망과 나의 선친산운 장도빈의 민족사관 회고’라는 남북통일에 관한 논문을 발표하여 남북한지도층의 민족사적 역사인식에 대한 성찰을 촉구하였다. 

이 밖에도 재직 당시 학부와 석·박사 과정에서 국제무역협상론, 국제무역학원론, 국제 비즈니스 커뮤니케이션론, 무역신용론 국제상사 중재분야의 행동과학적 학문연구 발전에 큰 공헌을 펼쳐왔으며 무역학원론, 무역실무, 무역영어, 무역계약 등의 서적들을 포함해 10권의 국제통상 관계 전공서적을 저술·출판했으며, 50여편의 논문을 발표해 국내 무역 발전을 이끌어왔다는 평을 듣고 있다. 또한 몽골 문교부 초청으로 울란바토르 경제대학에서 ‘자본주의와 국제무역의 이해와 그 활용방안’이라는 강의를 통해 몽골이 자본주의 체제를 도입하는 과정에 크게 기여한 공로로 몽골 정부로부터 최고 훈장을 수훈하기도 했다. 이 밖에도 중앙대학교 명예교수로 활동하며 제18대 대통령 선거 새누리당 박근혜 후보 중앙선거대책위원회 조직총괄본부 새누리정치대학위원회 경제정책본부장에도 임명되어 잠시 참여한바 있다. 

장 교수는 박근혜 정부의 통일대박의 실천적 과제중 하나로 남북통상의 협력 증진을 위하여 북한 내의 통상전문가를 양성할 수 있는 대학 또는 대학원을 설립하고 한국의 통상전문교수들을 파견하여 본격적으로 국제무역과 남북내국통상교육 훈련이 시급한 과제라고 피력했다.

현재 장 교수는 우리민족의 상고시대부터 현재에 이르기까지 통상무역관계 역사를 신 국부론적 관점에서 정리한 한국통상무역관계사를 곧 출간할 예정이다. 이런 그의 활동들은 현재도 그러하듯 미래에도 기억될 것이 분명했다.

Business knowhow becomes the right path to nurturing young students. 

Prof. Chang Chi-soon, a well-known authority on international trade, is the fifth son of the late Chang Do-bin, a patriot for national independence, anti-Japanese journalist and historian who carried articles to inspire the racial spirit in DongA Ilbo and Daehan Maeil during the Japanese colonial period. After graduating from Korea University, he gave up his long wanted study abroad and joined Seoul Trade Inc., domestically ranking first then, into trade department accumulating the basic experience of exports and imports. Then, he engaged in trading electronic products and imported materials from Japan and assembled a bus to export four buses to Malaysia in the middle of the 1960’s starting his career of international trade. Like this, Prof Chang, the first generation of international trade in Korea, got into Korea South Development Co. as a branch head engaging in diverse activities for Korean industry of trade. 

However, for better trade environment of our country under difficulty of the business, he went on to study obtaining master’s degree from Korea Univ. and doctor’s degree from ChoongAng Univ. and served as a visiting professor at Dongkuk Univ. Then, he was appointed as ChoongAng Univ. professor of international trade and served for the past 33 years working diversely to make a rich and powerful Korea as trade and industrial power house. 

Prof. Chang said he felt proud because currently, all his students of international trade are working in the society and about 100 students are serving as professors at departments of international trade of major universities around the country. 

Besides, Prof, Chang established Korea International Commerce Society (1st president and later honorary president) in 1998, served for Korean Trade Society (executive director and vice president) and as ChoongAng Univ. head of trade department, administering affairs department and dean of Social Science College, etc. leading the academic development of domestic trade science. 

International trade in direct connection to the state’s competitiveness 

Prof. Chang said, “National competitiveness comes from international trade. It is active international trade that makes diplomacy easy and moves up the time of national unification. If all the people gather the strength to achieve the total exports and imports of $2 trillion, reunification will come more quickly by invisible hand. To solve the problem of the North and South unification, Prof. Chang published his thesis on the reunification titled ‘Vision of North and South unification and recollection of my father Chang Do-bin’s perspective of ethnic history’ to urge reflection on the North and South leaders’ awareness of our ethnic history. 

Besides, when he was active he contributed to academic development of behavioral science in the fields of international trade negotiation, theory of trade, international business communication, trade credit theory and international firm mediation. He also wrote and published ten books related to international trade including trade theory, trade practices, trade English, trade contract, etc. as well as over 50 theses as a domestic leader in this field. Besides, being invited by Mongol Ministry of Education, he gave lecture ‘Understanding of capitalism and international trade and its use plan’ at Ulaanbaatar College of Economy and received the medal of highest honor from Mongol government for the merits of contributing greatly to the country in the process of introducing capitalistic system. 

Besides, he acted as honorary professor of ChoongAng Univ. while participating in the 18th presidential election Saenuri party camp for candidate Park Geun-hye as head of economic policy for political college division under the Central Election Committee general organization headquarters. 

As a working project of Park Geun-hye government’s bonanza unification, he said it was urgent to train international and North-South trade earnestly by establishing a college or graduate school for cultivating trade specialists in the North Korea and sending off Korean professors of trade there. Currently, Prof. Chang is soon publishing Korean trade history that has summarized the trade history of our people from ancient times up to now from the viewpoint of new wealth of nations. As at the present, his activities like this will be remembered in the future, too.
