Political circle and civil society must be healthy to flower a bright future of Seoul citizens!

Asks at the April meeting ¡°to finish up the ongoing projects well 

rather than start a new policy until the end of the remaining term¡±

It was in September 1956 when the first municipal assembly was formed that Seoul city first enforced democratic local autonomy in a modern sense of the world. After the establishment of the regime, the Local Autonomy law was enacted and promulgated on July 4, 1949 but it had not started because of the postponed election of councilors, the Korean War, etc. until assembly election by the people was enforced on August 13, 1956 in accordance with two times of revision of the law to open the first city council made up of 47 members in quorum. Then, after many ups and downs, stable local autonomy policy was executed by revision of the local autonomy law on December 31, 1990, and now it has entered the 8th term. The 8th Seoul Council starting with majority of the opposition set sail for universal welfare by practicing future-oriented new politics of getting closer to the citizens¡¯ life through municipal administration. This 8th term is reputed to have shifted the focus of municipal administration from the executive¡¯s demonstrative construction work to citizen¡¯s welfare. Seong Baek-jin, provisional chairman of Seoul Metropolitan Council asked the councilors to keep their promise with citizens and finish the legislative activities sincerely to the last so that they might fulfill the functions and roles as a policy assembly for citizens and blossom out more mature local autonomy through a fair election. Saying that development of local autonomy is a mid-and long-term vision of Seoul City Council, Seong clarified his thoughts about the 8th municipal administration that would end its agenda on June 30.      


Q: The 8th Seoul City Council is coming to end its 4-year legislative activities. How would you generally describe Seoul city¡¯s municipal administration so far? 


For the past 2 years and 6 months in the poorest financial condition of Seoul city, I, together with Seoul City Council, executed eco-friendly free lunch and the half school fees of University of Seoul and made a new horizon of Korea¡¯s welfare. Besides, through opening the Citizens¡¯ Hall and introducing the resident participation budget system we made an easier access to government offices and did our best to increase the citizens¡¯ wellbeing. Of late, we made efforts to make the operation improvement of subway line 9 and have the decision of taxation dispute on the lease car to advantage of Seoul city and made a turning point in improving the city¡¯s finance rapidly. Seoul¡¯s competitiveness as a global city ranking the world¡¯s 6th for two years successively is considered the result of such efforts. Furthermore, signing Seoul-Beijing joint response to fine dust agreement and the energy saving agreement with the religious world served to widely publicize Seoul city¡¯s image of attaching importance to environment. Our endeavor to make ¡®restoration of village community,¡¯ ¡®cooperative support,¡¯ and a ¡®sharing city of Seoul,¡¯ which had been conceived rather vaguely so far, also seems to be gradually showing its picture. 


Q: What do you think are the welfare-related problems of our society and what are needed to complement them?        


It is a great pity that last February, three mother and daughters living at Songpa committed suicide because the tragedy was caused by the government¡¯s and local government¡¯s lack of concern in welfare policy. By not only expanding welfare budgets and preparing welfare base line but also instructing and publicizing more positively the ways for a needy citizen in danger to receive welfare benefit and by scheduling a prompt process of turning up and supporting objects for support, we will do our best in pushing forward related duties so that at least in Seoul no one will have to give up their life unhappily for want of money. Besides, I ask our members not to start a new policy for the remaining term but finish up ongoing projects well for good result and prepare a foothold to be reborn into a better policy in the future through review and feedback.  


Q: Would you tell about the results and problems of the educational policy so far?   


Seoul Education Office has been making efforts to settle education to make happy students and respected teachers through making a school without bullying and violence, constructing a learning community through donating gifts by specialists from all walks of life and operating a learning aid camp for students. Their results seem to be gradually appearing, but regrettably, in such a short period after the start of a new semester, we are hearing lots of bad news. Especially, the group poisoning of students occurring at a middle school in Seoul is a very bitter accident, in which our worries about the students¡¯ school lunch safety indicated just last session has actually materialized. When regions which started free lunch later than Seoul are expanding eco-friendly meals, Seoul Education Office reduced the use of farm products with eco-friendly certification because of the increased unit price of feeding causing a serious problem in the children¡¯s table safety. This is nothing but an announced human disaster. So I ask that the Education Office thoroughly check the supply of feeding ingredients and cooking process of each level of schools very carefully so that there may never recur such an unhappy case again. 


Q: Do you have any requests of Seoul City Council for the remaining session? 


Coming June 4, there is going to be a simultaneous local election around the country to select members of assembly to work for another 4 years. The former US president Abraham Lincoln is known to have said, ¡°If I have the people¡¯s heart, I am able to do anything while one who has lost the people¡¯s heart cannot do anything however hard he may try.¡± Deeply realizing that power comes out of citizens and that without them our presence is meaningless, I urge them to go on with a cleaner and fairer election campaign than ever before and to make endeavors together in order to flower one-level more mature local autonomy. Besides, this session has a tight schedule with the election of inspection committee members for settling accounts, process of agendas not treated so far, etc. Considering that this is an important period of time to prepare each member for another beginning, I ask them to be sincere without losing the presence of the assembly for citizens by enabling the functions and roles as a policy assembly. 


Q: There have occurred many things for the past period of the term. Please tell about difficulties in processing policies and what you want to say to citizens. 


I am still having considerable difficulties because both heads of Seoul municipal administration and educational administration have changed and because the minimum institutional support such as the aide system, etc, was cut though our councilors are on the front line of realizing true local autonomy and grass-root democracy. I want to ask every citizen. Our future is bright only when the political circle and civil society are both healthy. Like ¡®Broken window therapy,¡± however insignificant, if neglected by people without interest, it will dash toward a worse side while if there are many with a critical mind and improvement will, it will be cured in a much better direction. It will be appreciated if our citizens would watch what our councilors and the political circle are doing to solve the social problems such as irregularity and inequality hidden in every corner of our society with affection and interest and participate together with candid advice.
