The social insurance system, starting from the Industrial Accident Compensation Insurance in 1964, being expanded to child-care leave wages and maternity perinatal leave together with National Pension, National Health Insurance, Unemployment Insurance under the maternity protection act in 2001, introduced the Act on Long-Term Care Insurance for the Aged in 2008. 

  

The social insurance system which the Ministry of Health and Welfare and the Ministry of Employment and Labor are in charge of respectively through National Health Insurance Corporation, National Health Insurance Corporation, and Korea Workers¡¯ Compensation and Welfare Service, so it is exposing problems for mutual relations between them. As a result, social insurance expert consultants want to eliminate the blind spot of social insurance by being operated through making use of each character. Social Insurance Association Worker, for the proper settlement of the social insurance system, produces skilled workers with expertise in the social insurance by registering as a private qualification under the regulation of the Basic Law of Qualifications, article 2 No 3. They are professionals having passed the qualifying examination of social insurance, promotes the qualified recipient right for people, promotes the Rationalization of Social Insurance for companies, and contributes to social insurance services for the state, with which they are leading the formulation of effective insurance value. There are obligatorily applicable report  by four insurances, the report of the insured people qualification and loss, premium calculation and payment, application of various benefits, consultation on four social insurance services for workers, raising of an objection, appeal for review and reexamination etc in social insurance business. Companies are able to progress more efficient work, reduce the unnecessary expenditure of social insurance fee, and prevent in advance disadvantages caused by the delay such as reports by dealing the day-to-day business like reports, application, billing though  professional consultant's perspective. In addition, they can greatly contribute to affiliated workers' rights. And the system has the advantage to increase work efficiency through the specialized services and linkages with other social insurance system, which plays a role in improving the quality of social insurance service, and makes the foundation to become a consumer-oriented social insurance. The people related with Social Insurance with certified labor attorneys as the spindle in 1998 established the labor-management relations research corporation, which has been developed into Social Insurance Association Worker, and has been shouting out for the past more ten years the importance of social insurance, why we need to train the social insurance professionals. Chairman Hang Sang wun says that he would actively solve shortcomings and contradictions of social insurance, and would work for the education in order for them to be competent professionals for social insurance of ROK. They ensure objectivity by publishing workbook of item pool, Level 2 tests is conducted four times a year, first class test is twice a year, all the schedules  can be identified on the web site (www.siaw.or.kr). Social Insurance Workers Association presents a variety of directions in line with the government's Creative Economy by seeking the diversification of its business. The association plans to contribute to the social contribution through the following programs: Diversification of education, distance learning of contents development on cyber education  and its supply, expanded professional education courses on offline, job creation by government services business, pension consulting by a three-layer security system of countries ? company ? individual, conducting ongoing scholarship program in connection with social insurance-related colleges. university-industry. This is the time when the need for social insurance and its expertise is being expanded to the extent that an amendment is tabled in committee such as the tax accountants are included in insurance office agencies as Office Support for four insurances labor corporate bodies are conducting, and the roles of 1,700 Social Insurance Workers having being produced from Social Insurance Workers Association seem to be even greater. The social insurance workers will show the ability to perform the basic duties in one or more employees firm, and after landing a job they'll improve their competitiveness, help each company's employment security and job supporting due to social insurance certification, and so prospects for the social insurance worker   look bright from the point of view of the unique features of social insurance, not from the certified labor attorney and tax accountant.
